Environment Ministry Orders Sentul City to Stop Flood-Inflicted Development

The Ministry of Environment (KLH) has ordered Sentul City to stop the construction of one of the Citra City Sentul Housing clusters located in Bogor Regency, West Java. Deputy for Law Enforcement of the Ministry of Environment Rizal Irawan said this decision was taken after he and his team reviewed the field.

"They are prohibited from carrying out any activities other than to mitigate the impact of greater environmental damage and flooding," he said at a press conference at his office, Tuesday, March 18, 2025.

Rizal said he and his team directly reviewed the Chardonnay Cluster which is still under construction. Through the video he showed from higher ground, a number of houses on the hills were already standing and were still in the completion stage.

Then it was seen that around the complex there was heavy runoff. Rizal said that when he was at the location there was light rain for about 10-15 minutes, but the runoff was very heavy. In addition, there is a river flow that is buried with soil.

According to Rizal, this is one of the causes of flooding and has an impact on the Bekasi River Basin Area (DAS). In recent times, there has been a major flood due to the overflowing of the downstream part of the watershed.

Furthermore, said Rizal, the KLH team asked for clarification from several people from Sentul City. "They also admitted that they did not take into account where the runoff water would go if it rained," he said.

According to KLH data, the Citra City Sentul Housing Complex is 38 meters from the edge of the Cijayanti River, which is a tributary of the Cikeas River. The area of the complex is 204.1 hectares, built on land with a slope of more than 30 degrees.

This housing land was previously a plantation and dry land, then managed as housing through a joint venture between PT Sentul City Tbk. and PT Citra Gelora Raya (Ciputra Group). The activity plan as well as the management and monitoring of the Citra City Sentul housing environment are included in the Environmental Impact Analysis (AMDAL) document owned by Sentul City.

Rizal said that KLH has also installed a monitoring sign for the housing complex. The resolution of environmental problems in Sentul will be supervised together with the Bogor Regency Environmental Service and the West Java Provincial Environmental Service. "To jointly supervise several areas where we have installed monitoring signs yesterday," said Rizal.
