Alerting on Behalf for IPAWS State Representatives
On October 23, 2023, FEMA's Office of National Continuity Programs and the IPAWS Office issued a new Alerting on Behalf (AoB) policy.
The policy works with an alert escalation process to allow the IPAWS Office to issue a public alert on behalf of state, local, tribal and territorial Alerting Authorities (AAs).
The AoB policy does not replace any internal processes, but instead provides an additional layer of support in the event an AA cannot send out an alert. AoB is only activated once all other means of support have been exhausted.
Emergency managers should review existing policies, procedures and protocols to ensure continuity of alerting functions within your community. Doing so is critical to the success of this new policy.
Learn more about how the new AoB policy will affect the alerting process and the steps that AAs need to take to ensure a successful rollout. This meeting is intended for state representatives. Alerting Authorities who are unable to attend on Nov. 15 are welcome to register for the Nov. 16 webinar.

Through the FirstNet Application Developer Program, developers can create and offer innovative, public-safety focused apps for use by FirstNet’s Public Safety subscribers. The program is open, at no cost, to large and small enterprises, public safety entities, data exchanges, technology policymakers, and individual developers who are passionate about creating and delivering the quality and usability of public safety solutions.
The FirstNet App Catalog identifies applications that have been tested and certified to operate on the FirstNet network for public safety. These applications undergo a rigorous vetting and approval process to ensure the integrity and security of the network. Users can request help, receive critical evacuation directions, and provide on-demand information to police, as in an AMBER Alert for example.

IPAWS Alerting Authorities can send Non-Weather Emergency Messages (NWEM) via IPAWS to NOAA Weather Radio receivers. This additional communication pathway increases the reach of public safety information to your communities.
How does it work? Let us explain. Join National Weather Service representatives as they discuss use of IPAWS to issue NWEMs and offer guidance to ensure timely dissemination of your messaging to weather radio users.
IPAWS Program Management Office (PMO) staff will be on hand to answer IPAWS-related questions, explain how to update your alerting permissions, and demonstrate NWEM using the IPAWS Technical Support Services environment.
