=== Phase 3 Wikis
In T280388, we came to define "Phase 3" wikis as: `Small-to-medium Wikipedias, plus all single-language non-Wikipedias (e.g., the Wikiquotes and Wikivoyages)` In combination with previous deployments, this means the [Reply] tool will be available at nearly all WMF-hosted wikis **except** the ones excluded in this table:

2. People at any of the wikis listed in the `===Phase 3 Wikis` section above
