UNAIDS Unified Budget and Workplan (UBW)

The UNAIDS Unified Budget and Workplan is a unique instrument in the United Nations system.  It combines in a Joint Programme the work of ten UN Organizations (UNAIDS Cosponsors) and a Secretariat in a biennial budget and workplan which aims to maximize the coherence, coordination and impact of the UN’s response to AIDS.

The Unified Budget and Workplan provides for:

  • Unified and coordinated action on jointly established priorities, in accordance with the UNAIDS Technical Support Division of Labour and taking into account the comparative advantage of each member of the Joint Programme;
  • A Budget focused on joint priorities and results, maximizing the impact of available resources; and
  • A Workplan that provides a framework for joint implementation, translated into clear and accountable operational plans at country level. It includes a Performance Monitoring and Evaluation Framework designed to support results-based management, promote transparency, strengthen accountability, improve reporting, and reflect links between collective and individual levels of effort.

2008-2009 Unified Budget and Workplan


The 2008-2009 Unified Budget and Workplan positions the UNAIDS family to deliver as one at global, regional and national levels. In sharpening the strategic focus of the Joint Programme, the 2008-2009 Unified Budget and Workplan seeks to help countries “make the money work.” 

By assisting countries in scaling up harmonized, goal-driven national strategies and programmes of action, UNAIDS in 2008-2009 aims to ensure the full implementation of the Declaration of Commitment on HIV/AIDS and the Political Declaration on HIV/AIDS, as well as adherence to the recommendations of the Global Task Team on Improving AIDS Coordination among Multilateral Institutions and International Donors. As in previous biennia, UNAIDS will pursue its work in five cross-cutting areas: leadership, coordination and advocacy; strategic information; monitoring and evaluation; civil society engagement and partnerships; and resource mobilization.
