Gordon Brown is leaving the Nato summit in Bucharest several hours earlier than planned. Ostensibly this is  because  the leaders here have got through their business more quickly than expected.

But given Vladimir Putin's rather successful lobbying against Nato membership for Georgia and Ukraine,  and the refusal of Nato allies to ease the caveats they put on their troops deployed in Afghanistan, it's hard not to conclude that Mr Brown has just had enough of foreign affairs for now.
