Live animal and germplasm export fees

The fees for the export of live animals and germplasm are set under the Animal Products (Fees, Charges, and Levies) Regulations.

The fee schedules were reviewed in 2010 with the resulting changes coming into force on 1 October 2011. (For more information about the review search (offsite link to www.biosecurity.govt.nz) using the phrase 2010 Review of Live Animal and Germplasm Export Certification Charges.)

Assistance dogs (e.g. guide dogs) are exempt from all charges under the Regulations.

Live animal and germplasm export fees from 1 October 2011

The following fees will be charged from 1 October 2011.

A. Unit fee charges

Unit fees pay for the maintenance of the ongoing live animal and germplasm export system. This includes maintaining market access (see the Decision Tree below for more information) and the overview, management and maintenance of the system as a whole.

If an animal to be exported is a zoo animal and also comes within the description of another animal, only the zoo animal unit charge is payable.

B. Hourly rate charges

(2) Hourly rate for recognised persons who are employees of the Ministry undertaking specialist functions and activities necessary for the export of live animals or germplasm:

(3) Hourly rate for services undertaken by an employee of the Ministry, on behalf of an exporter, to negotiate with the importing country alternative measures for meeting access requirements for overseas markets:

(4) Hourly rate for services undertaken by an employee of the Ministry, on behalf of an exporter, to negotiate new access requirements for overseas markets (except for exporters of cats and dogs):

C. Call-out charges

5 Call-out charges for recognised persons who are employees of the Ministry undertaking specialist functions and activities at any place or premises outside normal agreed hours of work and necessary for the export of live animals or germplasm: Charge ($)

G. Fees Waivers

MPI is required to take all reasonable steps to recover the costs of administering the Animal Products Act 1999 (the Act which facilitates the entry of animal material and products into overseas markets by providing controls and mechanisms needed to give and safeguard official assurance for entry). The fees for the export of live animal and germplasm are set under the Animal Products (Fees, Charges and Levies) Regulations 2007. In setting these fees, MPI must have regard to equity, efficiency, justifiability, and transparency, and consult with affected parties. These fees are reviewed every three years to ensure they remain current and equitable.

In circumstances where MPI deems the case appropriate, MPI’s Director General may waive any fee, charge or levy specified in the Animal Products (Fees, Charges and Levies) Regulations 2007, in whole or in part.

If you wish to apply for a waiver for the export of live animals and germplasm, please do so in writing to AnimalExports@mpi.govt.nz, setting out your details, the proposed export(s), fees, purpose for export, and your reasons for seeking a waiver. Please ensure you make your application at least 20 working days before the fees will be incurred.

The following waivers for classes of exports have been approved.

Class of exports: Dog semen
Waiver: That the unit fee of $38.33 including GST shall be payable per volume of semen intended for insemination of one bitch during one heat cycle rather than per straw.
Application of waiver The waiver shall apply upon receipt of a veterinarian’s statement as to the volume of semen for insemination of one bitch during one heat cycle.
Balance due after waiver: $38.33 including GST
Commencement of waiver: 1 October 2011, to incorporate the most recent amendment of Part 8 of Schedule 1 of the Animal Products (Fees, Charges and Levies) Regulations 2007.
Expiry of waiver: When Part 8 of Schedule 1 of the Animal Products (Fees, Charges and Levies) Regulations 2007 is next amended.
Class of animals: Queen bees travelling in a separate container with a small number of attendant bees whose purpose is to care for her during transit
Waiver: That there shall be no additional unit fee payable for the attendant bees
Balance due after waiver: 26 cents including GST per queen bee
Commencement of waiver: 1 October 2011, to incorporate the most recent amendment of Part 8 of Schedule 1 of the Animal Products (Fees, Charges and Levies) Regulations 2007.
Expiry of waiver: When Part 8 of Schedule 1 of the Animal Products (Fees, Charges and Levies) Regulations 2007 is next amended.
Class of exports: Fish Eggs and Larvae
Waiver: That the unit fee of $38.33 including GST shall be payable per unit, with a unit comprising a package of up to 200g of fish eggs or larvae
Application of waiver For fish eggs and larvae upon veterinary inspection of the package(s) at time of export
Balance due after waiver: $38.33 including GST per package of up to 200 g.
Commencement of waiver: 19 January 2012, to incorporate the most recent amendment of Part 8 of Schedule 1 of the Animal Products (Fees, Charges and Levies) Regulations 2007.
Expiry of waiver: When Part 8 of Schedule 1 of the Animal Products (Fees, Charges and Levies) Regulations 2007 is next amended.
