  Conrad Francois, Executive Director

 
  According to local media reports Governor John deJongh Jr. has nominated Conrad Francois to be executive director of the Virgin Islands Lottery.

If confirmed by the V.I. Legislature, Francois will fill the vacancy created when former director Paul Flemming resigned in March 2008.

The Virgin Islands Daily News reported DeJongh said Francois has demonstrated experience and knowledge in project management and policy development in key areas such as finance, accounting, auditing and administration of programs for the economically disadvantaged. His career has been focused on making a positive difference in the territory, deJongh said.

Francois spent 12 years as executive director of the V.I. Housing Authority before he resigned in May 2002.

More than a year after he left, in July 2003, HUD announced that the authority was a troubled agency, citing severe and longstanding problems with finances and accounting practices. In August 2003, the federal government took over that agency and remains in control nearly six years later.

Francois also has served as associate director of the Office of Management and Budget, director of property and procurement at the V.I. Housing Authority and director of the Comprehensive Employment Training Act Program. He holds a master's degree in business administration from Tulane University and a bachelor of arts degree in economics from Lincoln University.

"I'm pleased the governor has shown his faith and confidence in me to take on this task. We will do everything we can to take the organization to the next level," Francois said. "A lot of good has been done but there is more to do."

Francois said he assumed the position of acting executive director Wednesday. He takes over the position from Lynise Shomo, who had served as the acting executive director following Flemming's departure.

"The nomination of Conrad Francois, coupled with the recent Senate confirmation of Finance Commissioner Angel Dawson, who also serves as chairman of the Lottery Commission, will bring new and permanent leadership to the Virgin Islands Lottery at a time when all efforts are being made to reinvigorate the state-run game of chance in the Virgin Islands," deJongh said in a Government House statement. "Mr. Francois and I have had candid discussions about areas of the Lottery that are in need of immediate attention and I anticipate that corrective action will be taken to ensure the continued success of the Lottery."
