I got GalCiv 2 and never played it because I couldn't figure out WTF to do. Because the maps are randomly generated, the tutorials were useless. (I need my hand held with these sorts of games.) Wish I could've sussed it out.

Use forums to suss it out or watch gameplay videos. I had issues with some of the finer points in civilization, the forums are the best place to get info on how to learn the game. I'm sure there are people who can point you in the right direction.

Have you tried campaign mode at all? It is quite a bit smaller and does include some handholding (via what the missions are), this might get you going in the right direction.

I personally enjoyed the original Gal Civ 2, but I never quite fell in love with it like I with did Masters of Orion II. Of course, a lot of that was probably just nostalgia, as MOO2 came out when I had few responsibilities besides school and playing computer games for hours upon hours on end.

Gal Civ 2 supports ludicrously ginormous maps, so it offers a really epic 4X space experience if you are into turn based strategy games.
