Fees
Following the recent consultation on charges for controlled drug licences and precursor chemical licences, registrations and authorisations charges will be applied to all licence applications for controlled drugs and precursor chemicals received from 15 November 2010.
Charges to be applied from 15 November 2010
Controlled drug domestic licences
Listed here are the fees for controlled drug domestic licences.
New application for a licence to:
- possess controlled drugs = £3,133
- supply, or offer to supply, controlled drugs = £3,655
- produce preparations containing controlled drugs = £4,178
- produce controlled drugs = £4,700
- cultivate cannabis= £4,700
- cultivate cannabis with a THC content not exceeding 0.2 per cent = £580
Replacement of an existing licence of any type:
- where no compliance visit is required = £326
- where a compliance visit is necessary = £1,371
- where a licence is lost, defaced or damaged = £45
Controlled drug import and export licences
The fees for import and export drug licences are:
- individual export licence = £24
- individual import licence = £24
As of the 1 December 2011 licensees will be billed one month in arrears for licences issued to them.
Precursor chemical licences
Here are the fees for precursor chemical licences.
- First time category 1 licence = £3,655
- First time category 2 registration = £435
- First time category 3 registration = £435
Replacement of an existing:
- category 1 licence, where no compliance visit is required = £326
- category 1 licence, where a compliance visit is necessary = £1,371
- category 2 or category 3 registration, where no compliance visit is required = £109
- category 2 or category 3 registration, where a compliance visit is necessary = £1,153
Individual authorisation:
- export = £24
- import = £24
As of the 1 December 2011 licensees will be billed one month in arrears for licences issued to them.
How will fees be paid?
Charges for all licences will be levied at the time of application with the exception of controlled drug and precursor chemical import/export applications, where charges will be accrued and invoiced on a monthly basis.
Where do I send my fee?
Fees for licence applications should not be sent to the Home Office drugs licensing and compliance unit. Upon receipt of any application, we will issue an invoice that will contain full details of how to make a payment. You will be able to pay by:
- BACS/CHAPS
- cheque
- credit or debit card

What happens if my licence application is refused or withdrawn?
If an application for a new controlled drug domestic licence, or application to replace an existing controlled drug domestic licence is refused or withdrawn a full refund of the fee charged for that application will be made.
If an application for a new precursor chemical licence or registration, or a replacement of an existing licence or registration is refused or withdrawn a full refund of the fee charged for that application will be made.
If an application for an import/export controlled drug licence or precursor chemical authorisation is refused (or withdrawn), no charge will be included in any monthly invoice for these type of applications.
Applications submitted before introduction of charging
It is important that applications submitted before the introduction of the fees on 15 November 2010 are fully complete and include all necessary supporting documentation.
Incomplete applications will be rejected, returned for amendment and will attract the appropriate fee if not returned to this office before 15 November 2010.
