A vote to approve polling places for the city's 2013 election is among numerous agenda items for a special Tuesday evening Gaithersburg Mayor and City Council meeting. Gaithersburg's Board of Supervisors of Elections recommends changes to the definition of a political committee and financial reporting.
The Gaithersburg Board of Supervisors of Elections is recommending multiple changes to the city's election code. An ordinance introduced at Monday's Mayor and City Council meeting would revise the definition of a political committee within the city by defining a "slate" and requiring a fifth additional finance report due 14 days after city elections. "A slate would be defined as two or more candidates who join together to conduct and pay for joint campaign activities," according to a city staff report. The amendment would revise the definition of a political committee from a group of two or more to a group of three or more that collects or spends $1,000 or more "to assist in the promotion of the success or defeat of any candidate or slate …

The Silver Spring Councilwoman joins Councilmembers George Leventhal and Phil Andrews, former County Executive Doug Duncan as Democratic candidates, The Washington Examiner reported.
Montgomery County Councilwoman Valerie Ervin, of Silver Spring, announced plans to join an already crowded Democratic field for the 2014 county executive race, The Washington Examiner reported. Ervin joins County Councilmen George Leventhal (At Large) and Phil Andrews (Gaithersburg/Rockville), along with former County Executive Doug Duncan in the race, according to the report. Current County Executive Ike Leggett could still announce a run for re-election. Ervin, 55, said she'd had "serious discussions" with multiple community members, pollsters and media consultants about starting her campaign, according to the report. It’s no secret that Montgomery County Councilman Philip M. Andrews plans to run for Montgomery County Executive in 2014. Now, with 2014 just 361 days away, Andrews has launched a website, the political blog Maryland Juice reported Friday. It's a no-go for Franchot. Who should step in?
Comptroller Peter Franchot, who was expected to run for governor in 2014, announced Tuesday he would not seek the post. Franchot, whose criticism of Gov. Martin O’Malley led many to believe he would run, instead announced he would seek to retain his current position. But just because Franchot won’t run, doesn’t mean there won’t be a crowded primary field. Other Democrats who may seek the office include Lt. Gov. Anthony Brown, Del. Martin O’Malley “formally proclaims” the results of the November election, which he is expected to do on or about Dec. 6. The law, and therefore the licenses, will not be effective until Jan. 1. Attorney General Douglas Gansler answered other questions about the implementation of Maryland's same-sex marriage law in a 19-page opinion. An individual cannot contribute more than $500 to any campaign under the current or proposed code but several candidates in the previous election found a way around it through seeking funding from same person through multiple LLC's.
