FIDE/CNC to launch online playing zone

FIDE/CNC will be launching "an online playing zone with very strong anti cheating technology". This was reported on the FIDE website. It is a joint project between FIDE and CNC with a term of ten years. The project will be run on the CNC web.
The playing zone will be free for anyone to register and play chess there. But users who wants to earn FIDE ELO ratings (for rapid, blitz and bullet) will pay €25 per year.There will be online world championships and all other FIDE events. Also FIDE titles for amateurs and professionals will be taken under consideration in this playing zone.FIDE will be paid 20 % of the following revenues of playing zone (for the first 12 months 10%): membership fees and advertising fees. For all titles given by FIDE, 80% of titles fees will be paid to FIDE. To extend the contract after ten years CNC web should pay 50% of registration fee for members over a certain number achieved by then.

In other words, a player's rating will be affected both by tournaments in real life and on the Internet?
Is this effectively FIDE's response to ICC, Playchess, etc.?

It doesn't really matter how strong the supposed anti cheating technology is, if you cannot see your opponent, you don't know that he or she isn't consulting a book, person or computer engine whilst playing you. Titles gained online would have little credibility.

I imagine FIDE is either 1. Intending to have a separate online rating for players or 2. Planning to require players to have a webcam on during play. The latter means no more playing in my underwear at 1AM. Actually, the psychological impact on my opponent seeing me half-naked could be a significant advantage. Pants-less playing it is! When the clothes come off the rating points come on! I digress....
Certainly FIDE must realize anti-cheating technology has its limits. But then, FIDE has made some really stupid decisions in the past.
While anti-cheating technology can be very effective at stopping players using engines masquerading as GMs it does nothing to stop the consultant variety. The consultant variety is both difficult to detect and near impossible to prove after the fact. Consulting with an engine (or a fellow human) during critical moments is enough to elevate anyone's rating by hundreds of points.
