A Novato man was arrested on allegations he inappropriately touched two girls at the Mall at Northgate in Terra Linda. Jose Antonio Chavez Lopez, 27, was arraigned Tuesday on charges of annoying children and stalking, said Deputy District Attorney Nicole Pantaleo. Two Santa Rosa men were arrested after police stopped their speeding vehicle in Novato and found more than 5 pounds of methamphetamine in the car, the California Highway Patrol said. Leny Romero-Moya, 18, and Juvenal Mondragon, 20, were booked into Marin County Jail with bail set at $250,000.
