    A Marin City man who was shot by a sheriff’s deputy in 2013 is suing the county for $10 million — more than 15 percent of the sheriff’s annual budget.     Sheriff’s investigators have arrested a second suspect in a Marin City shooting last month — the father of the first suspect.
