LGA Procurement

Is your Council gaining the best overall outcomes from its procurement activities?

SA Councils are turning a spotlight on their procurement practices in order to better understand how to increase value, reduce risk and achieve fit-for-purpose solutions. Collectively the sector procures more than $700 million per year; a figure worthy of significant strategic consideration. LGA Procurement was established by the LGA early in 2012 with an express purpose of bringing together the expertise of a former aggregated purchasing company (LGCS) with the policy and governance experience of the LGA.

As a result the LGA has established LGA Procurement to enabling Councils to access a wide range of procurement goods and services from the one source.

LGA Procurement will:

  1. Provide leadership on procurement to SA Councils;
  2. Provide model policies, guidelines and contract documents reflecting current legislative requirements;
  3. Provide quality training and sound advice;
  4. Offer a wide range of "best value" low risk contracts to Councils;
  5. Maintain relationships with suppliers to improve understanding of Local Government needs;
  6. Promote integrated procurement solutions (e.g. Vendor Panel, e-procurement);
  7. Support development of tools to help Councils monitor value and risk;
  8. Develop and exploit national Local Government purchasing opportunities;
  9. Work to maximise opportunities with State and Federal governments; and
  10. Promote excellence in policy integration such as sustainable procurement.

SA Sustainable Procurement Project

The Local Government of South Australia (LGA SA) Sustainable Procurement Project (the Project) is currently in progress.  The University of Southern Queensland has been engaged to undertake the Project, comprising two stages.

The first stage involved reviewing and reporting on sustainable procurement policies, practices and resources for green purchasing by Councils and Local Government associations.  This stage has been completed and a report entitled Green Procurement by Local Government: A Review of Sustainability Criteria has been produced.

The second stage involves a sustainable procurement survey of South Australian Councils and is currently underway.  A report on the findings and recommendations from the survey will be prepared.

Setting targets and performance measures is essential for continuous improvement in the procurement process.

For complex and high-cost procurement, targets and performance measures should be a key element of project planning, especially where strategic requirements are involved. The Procurement Officer should review and refine their targets throughout the procurement process.

Value for Money from Procurement

LGA Procurement increasingly provides leadership, a suite of model documents, training, telephone assistance, a wide range of high value purchasing contracts and contract management services in order to assist SA Councils gain better value and certainty of process.

As part of our effort to increase the awareness of the value and safety of proper procurement processes, LGAP has had the following short video developed. The video explores how to achieve better value through forward planning of procurement and is focused upon Council practices in South Australia. Starting from first principles, the video explores what "value for money" is, before developing seven specific initiatives that can help deliver better value for money.
