Inspire was created in 2011 as a part of the Local Excellence program in the interests of open access to information to foster stimulating debate. Explicit approval has been given for items to be published here, or linked from these pages, which may not be in accord with LGA policy, and may not be endorsed by the LGA State Executive Committee. Two Canadian authors analyse 1990s amalgamations in Toronto and Montreal concluding that the diverse range of functions performed by Local Government have different economies of scale so the expensive and controversial changes have left a mixed legacy.
