In 2011 the LGA launched the Local Excellence Program and invited Councils to respond to four theme papers and to 68 project proposals. The Program incorporates a range of new reform activities that the LGA is seeking to engage Councils in and incorporates current activities.
Work Program
The LGA Secretariat prepared a Work Program in October 2011 describing current and future projects that fit within each theme. The majority of projects have commenced and updates will be available under the relevant theme which can be selected from the menu to the left of this screen or by scrolling down the list below and clicking on the relevant link.
Community Engagement
This theme area will seek participation by Councils in projects that are designed to:
- forecast demographic change and what this means for community engagement, particularly traditionally under-represented groups;
- establish a "charter" for engagement;
- identify the challenges related to social media and new technology as it relates to engaging with communities;
- explore issues associated to planning for the communication and engagement of communities; and
- setting the framework for support for Constitutional Recognition of Local Government through increased understanding among the community of the role, functions and aspirations of Local Government.

Financial Reform
This theme area will seek participation by Councils in projects that are designed to of Councils. reform:
- The relationship between Local, State and Federal governments in relation to financial matters; and
- Councils' own approaches to financial management and growing the financial capacity.

Service Efficiency & Effectiveness
This theme area will seek participation by Councils in projects that are designed to:
- explore our procurement activities and how enhanced performance in purchasing goods and services could be achieved;
- establish mechanisms to compare service performance, share best practice and consider more efficient and effective ways of delivering services;
- target service provision for under represented groups;
- explore enhanced service provision through regional collaboration, public private partnerships and sector-wide approaches; and
- identify and test new approaches to service delivery in waste, planning, water, public health, climate change and other key areas.

Governance
This theme area will seek the participation of Councils in projects that will:
- tackle the meaning and scope for the adoption of "standards for good governance" in SA Councils;
- explore approaches to assessing the performance of the elected body and its inter-relationships with the management team;
- identify issues to enhance the education and training of Council Members; and
- examine the legislative framework that influences governance and identify areas for improvement.
