Lord and Lady Provost
In Scotland the Lord Provost is the equivalent of a Lord Mayor in England. A Provost is the equivalent of a Mayor in England.
The District Councils of the cities of Aberdeen, Dundee, Edinburgh and Glasgow elect Lord Provosts. The Lord Provosts of Edinburgh and Glasgow are styled 'The Rt Hon', but only for as long as they are in office.
How to Address a Lord Provost
The recommended form of address is as follows:

*The name may also be used, e.g. The Rt Hon John Blank, Lord Provost of Edinburgh
**The name may also be used, e.g. Mr John Smith, Provost of Aberdeen
How to Address a Lady Provost
The wife (or other chosen consort, e.g. a daughter) of a Lord Provost is styled The Lady Provost, but the Lady Provosts of Edinburgh and Glasgow are not styled 'The Rt Hon'.

The Wife of a Provost
While the title of Provost is comparable to that of Mayor, the wife of a Provost has no style comparable with Mayoress. She is addressed by name.
