6 July 2016, Rome - Combined efforts to prevent further human suffering, strengthen resilience and safeguard livelihoods in the wake of El Niño's devastating effects worldwide must be rapidly ramped-up by governments and the international community, United Nations (UN) leaders said today.
Overview
The current 2015-2016 El Niño cycle has been one of the strongest on record and has had significant impacts on agricultural production and food security across the globe.
At present, the agriculture, food security and nutritional status of more than 60 million people are affected by El Niño-related droughts, floods and extreme hot and cold weather.
What is El Niño?
El Niño is the warming of sea surface temperatures in the tropical Pacific, which occurs roughly every two to seven years, lasting from six to 24 months.

The General Assembly has called upon governments and international organizations to provide financial resources, build capacity and technology transfer to provide safe, clean, accessible and affordable drinking-water and sanitation for all (UN Resolution A/RES/64/292).

Why a regional focus model?
A key challenge faced by humanitarian agencies is how to ensure that limited available resources are allocated where they are most needed and are efficiently delivered in a principled manner. Decisions to allocate resources must strike a balance between meeting the immediate needs of crisis affected communities and supporting efforts to strengthen resilience and response preparedness to future emergencies.
IASC Regional Network for Asia-Pacific
The ongoing humanitarian impact of extreme weather events caused by El Niño, which began in 2015, are likely to continue in many cases in the Asia-Pacific region until the third quarter of 2016. While emergency needs in many countries are waning due to recent rainfalls, in many areas longer-term engagement, in particular around resilience and early recovery is still needed.

Zika virus
· Kosrae state, FSM: As of 07 May 2016, a total of 78 cases (suspected, probable, and confirmed) were identified. Eleven were laboratory confirmed, one probable and 66 were suspected cases. None of the confirmed Zika cases are pregnant. Source: FSM Ministry of Health.
Conjunctivitis
Climate change is now recognised as a factor driving the movement of people around the world.
Internationally, migration, displacement and human mobility are recognized in the Warsaw International Mechanism on Loss and Damage, and further reinforced through the Paris Agreement in 2015. As Pacific Island countries increasingly experience the effects of climate change, more Pacific governments will need to consider options for dealing with human mobility.
9 May 2016 – The devastating impact of the El Niño phenomenon on more than 60 million people was the focus of a Special meeting of the UN’s Economic and Social Council (ECOSOC) at UN HQ in New York on Friday.
“We must remember that El Niño is not a one-off event but recurring global phenomena that we must address for future generations and to achieve the Sustainable Development Goals (SDGs),” said President Oh Joon at the opening of a special meeting on "Impacts of the 2015/16 El Niño phenomenon: Reducing risks and capturing opportunities."
Mongolia
• The UN reports that 41% of the country’s herder population is seriously affected by the dzud (225 000 people). Most affected were the provinces in the eastern and western parts of the country.
• The HCT updates the Dzud Response and Preparedness plan on 25 April for 12 months.
• Several UN agencies, international and national NGOs and the Red Cross are assisting the government’s response efforts.
