Elliott Heads Foreshore Masterplan and Kiosk

MASTERPLAN FOR ELLIOTT HEADS FORESHORE

 

 

The Elliott Heads Foreshore is situated in a highly visible location when entering the township of Elliott Heads. As a 'destination' parkland, the reserve is utilised by local residents and visitors alike, acting as a focal point for those people utilising the open parkland space and amenities, enjoying the natural beauty and views offered, accessing the bathing reserve and patrolled beach, the Elliott River, the Elliott Heads Holiday Park, the Elliott Heads Surf Life Saving clubhouse and utilising the Elliott Heads community hall. 

In 2012 Council in consultation with the local community developed the Elliott Heads Foreshore Masterplan and Kiosk Redevelopment.  The Masterplan layout provides for: 

  • a location of replacement kiosk that functions and meets statutory requirements 
  • formalised car parking 
  • greater use of patrolled bathing reserve to reduce safety risks of river mouth swimming
  • replacement of aged amenities with modern day environmentally friendly systems
  • expansion of pathways for connectivity
  • safer pedestrian and vehicle safety interactions
  • increased enjoyment of the natural amenity
  • additional recreational facilities
  • open space for 'kick about' recreational activities
  • ensuring access to river mouth is maintained
  • managing site drainage improvements and;
  • ensuring the natural environment is maintained and not adversely impacted

 

The Masterplan has been developed to allow for staged delivery as resources and funding becomes available. 

In June 2014 the kiosk and amenity facilities were completed at a cost of $743,000. This first stage of the project provided improved facilities for the foreshore area, including:

  • a new kiosk that was setback from the waterfront providing another vantage point for viewing the ocean and river; 
  • improved amenities, including disabled facilities.

 

In October 2017 it was announced Council was successful in its application to the State Government’s Local Government Grants and Subsidies Program (LGGSP) for $1.6 million.  The grant represents 40% of the total required project funding of just over $4 million for the remainder of stage 1 and the entirety of stage 2.  The funding agreement with the State Government requires the project to be completed by 2019.  

Council hopes to have a small section of the car park layout amended to incorporate additional parking near the kiosk and for a small loading zone to allow for personal watercraft to be loaded and unloaded near the river mouth.  This change needs to be approved by the Department of Natural Resources and Mines.  Please view the PDF below to view the proposed altered car park / loading zone. 

 

 

Community information session

Community information sessions are being held regarding the construction of Stages 1 and 2 of the foreshore redevelopment.  Information sessions are being held near the kiosk on Thursday, 6 September from 3pm to 7pm and Saturday, 15 September from 1pm to 5pm to update the local community about the timing of construction, and to explain minor changes that have been made to the original foreshore layout.
