Doing Business in Mauritius

Can a foreigner hold 100% shares when incorporating a company?

​Yes, a foreigner can hold 100% shares provided that at least one of the directors resides in Mauritius and that the foreigner gets approval from the Prime Minister's Office for the undertaking, as required by section 52.6 of the Companies Act 2001.


How do you incorporate a company in Mauritius?

​An application needs to be made at the Companies Division on the prescribed forms. This division is responsible for incorporating and regulating companies in Mauritius and for keeping their records.

What is e-Government?
​E-Government refers to the use by Government agencies of information technologies (such as Wide Area Networks, the Internet and mobile computing) to transform relations with citizens, businesses and other arms of Government, for:
  • enhanced delivery of Government services to citizens;
  • improved interactions with the business community;
  • citizen empowerment through access to information; and
  • more efficient Government administration


e-Services Applications

How to cancel an Application Learner’s Licence?
A user he/she himself/herself has to cancel an application for learner by:
  • Clicking on Sign In
  • Enter username and Password
  • At the top of your Name which is found instead of Sign In, click on the yellow arrow and Choose Myworkspace.
  • Locate your application with Request ID.
  • Click on the link. Your Application will open.
  • Scroll Down and click Cancel.
  • After two days make a new application.

How to fill in an Online Application?
  • Click on Sign In
  • You will be prompted to enter User name and password.
  • Enter your Username and Password
  • Click on the menu E-Services and select an eservice

How to Register/Create an account on the Government Portal?
  • ​Click on the Sign In link found on the top left hand side.
  • You will be prompted to enter User name and password.
  • Click on Register (new user).

How to reset/create a new password?
  • Click on the Sign In link
  • Click on Password forgotten?
  • Fill all the entries marked with a red coloured asterisk *
  • Click on the Submit button
  • User will receive a Reset Password mail after submitting form. User must check inbox, spam or junk mail.
  • User should click only once (single click) on the link provided in his/her email to reset a new password

  • Note: Password must contain minimum 8 alphanumeric characters. An example, X2a$mT81@3

Signing up as a user on the portal

Registering on www.govmu.org enables you to sign up for any of the services of the Government of Mauritius that are available over the internet.

Once you are registered as a www.govmu.org Portal User, you will be able to:
  • Submit forms to government departments for the services for which you have enrolled.
  • Make payments online when they become available
  • Check the status of your application.
  • Enroll for additional services as they become available.
Note:
If you have an existing account for online government services from the previous portal, you are kindly requested to register again on the new portal.

What should I do if I notice NIC already taken?
More than one account cannot be created with the same NIC and user should call the Government Online Centre on 454-9955 for assistance.

Studying in Mauritius

Is the education system in schools based on English medium only?

​All Government schools are English-based while private/fee paying schools follow either the English or the French model.


What documents need to be submitted by foreign students to undertake tertiary education?
  • Application form to enter Mauritius duly filled in and signed by the applicant.
  • Two recent passport size photographs of the applicant.
  • Photocopy of the data pages of passport of the applicant.
  • Evidence of admission in an educational or training institutions approved by Government
  • Details on the course to be followed.
  • Evidence of funds to meet costs of training/course and accommodation in Mauritius.
  • Evidence from the foreign educational or training establishment to the effect that the training/short course to be followed in Mauritius forms part of a course of study being followed by the applicant, where applicable.
  • An undertaking by applicant to the effect that he/she will not engage in any financial / gainful activities in Mauritius during and after the training / course.
  • In case of a minor, a letter of consent from the responsible parties/guardian.

The Government

What are the political and legal systems in Mauritius?
​The Republic of Mauritius is a parliamentary democracy modelled on the British system. The separation of powers among the three branches of the Government, namely the Legislative, the Executive and the Judiciary, is embedded in the Constitution. The President is the Head of State while the Prime Minister has full executive power and is the Head of Government. The National Assembly comprises seventy members, out of which sixty-two are elected every five years during parliamentary elections. Eight are chosen according to a best-loser system.
 

Mauritius has a composite legal system consisting of British common law practices and the French Napoleon Code. During the French period, the island's legal system was governed by the French Napoleonic Code, which remained in force under the British rule. This entailed subsequent amendments in civil and criminal procedural laws as well as in company law. Although Mauritius has been a Republic since 1992, the country is still a member of the Commonwealth. The Privy Council in London is the Supreme Court of Appeal.
