Finland

Finland is continuously decarbonizing its energy sector, mostly in power generation thanks to large shares of nuclear, hydro and bioenergy. Since 2007, Finland’s supply of biofuels increased by 30% whereas oil supply dropped by 9% and coal, natural gas and peat supply declined by almost 50%. The country is a global leader in producing second-generation biofuels from wood and by-products, notably biodiesel.

Key recommendations, 2018

  • Guide the energy system towards a low-carbon future by 2050

Guide the energy system towards a 2050 low-carbon future through adaptive and robust policy frameworks that enable business to take long-term investment decisions, notably in energy technology innovation.

  • Review energy fuel taxation and subsidies

Review the energy fuel taxation and subsidies to reflect their full carbon content in order to accelerate the switch to low emission technologies, notably in combined heat and power generation and the transport sectors.

  • Work on reducing emissions within the transport sector

In the transport sector, raise the ambitions for vehicle efficiency and the rollout of zero emission vehicles, notably electric vehicles, and adopt a package of fiscal instruments and local traffic measures to ensure Finland can achieve targeted emissions reduction in transport and halve oil consumption by 2030 in a sustainable manner.

  • Foster collaboration with Nordic and Baltic neighbours on climate and energy policies design

Foster dialogue with the Nordic and Baltic neighbours on the design and implementation of climate and energy policies, in particular with regard to cross border implications of electricity security and adequacy.
