After 16 days and 117 rounds of bidding, India’s Broadband Wireless Access spectrum auction is over: the results are provisional, and subject to government approval. The Indian government has managed to raise Rs. 38,543.31 crores from the auction, short of the estimated Rs. 40,000 crore, with Rs. 25,695.54 crores from private telecom operators, and Rs. 12,847.77 crores from the state owned telecom operators BSNL and MTNL. The two circles of Delhi and Mumbai together accounted for 35.29% of the total money raised, while the top five circles – Delhi, Mumbai, Karnataka, Tamil Nadu and Andhra Pradesh account for 71.65% of the bids.

Telecom Operator-wise Results
Infotel:
– Question coming in from a reader – “who are these Infotel guys?” Update: Infotel has been acquired by Mukesh Ambani’s Reliance Industries for $1 Bn. Details here, but details on who exactly owns Infotel remain sketchy.
– Infotel is the only telecom operator to have won pan-India spectrum in the auction, apart from the BSNL-MTNL combine, across 22 circles
– Will have to pay the government Rs. 12847.77 crore, approximately $2.7 Bn
Qualcomm
– After Infotel, probably the most interested spectrum acquisition of all. Qualcomm has won spectrum in Delhi and Mumbai, alongwith Kerala and Haryana
– Qualcomm will pay the Indian government Rs. 4912.54 crore for spectrum in four circles.
– Mumbai is its most expensive acquisition at Rs. 2292.95 crore
– Qualcomm, which has no Indian investors supporting the bid yet, will now seek out an Indian partner to roll out services. The Indian partner will need to acquire at least 26% stake in the venture
– Qualcomm will roll out TD-LTE infrastructure, a technology already backed by Reliance Industries following the Infotel acquisition, which is compatible with 3G WCDMA/HSDPA and EVDO, and says it will exit the venture “in due course”.
Tikona
– Tikona Digital won spectrum only in 5 circles: Gujarat, Uttar Pradesh (East), Uttar Pradesh (West), Rajasthan and Himachal Pradesh
– It has to pay the government Rs. 1058.2 Crore for spectrum
– It’s worth noting that it has spectrum in both the Uttar Pradesh circles, unlike in case of the 3G auction, where telecom operators did not have spectrum in both.
Augere
– Why did Augere telecom continue bidding, when all it won, was spectrum in the Madhya Pradesh circle? An acquisition target?
– Augere will have to pay the Indian government Rs. 124.66 Crore for spectrum in Madhya Pradesh
BSNL
– Did not participate in the BWA auction, but has been allocated a spectrum slot by the Indian government
– will pay the government Rs. 8,313.80 crore for BWA spectrum in 20 circles.
– it’s most expensive acquisition is Tamil Nadu at Rs. 2069.45 crore, followed by Karnataka at Rs. 1543.25 crore and Andhra Pradesh at Rs. 1059.12 crore
Aircel
– Has won spectrum in 8 circles, the second highest wins overall. During the 3G Auctions, it had won spectrum in 13 circles.
– Has won spectrum in Andhra Pradesh, Tamil Nadu, West Bengal, Bihar, Orissa, Assam, North East and Jammu & Kashmir
– It also has 3G spectrum in all these circles
– Will pay the Indian government Rs. 3438.01 crore for the spectrum
– Most expensive acquisition: Tamil Nadu, at Rs. 2069.45 Cr.
MTNL
– will pay Rs. 4533.97 crore for BWA spectrum to add to the Rs. 6465 crore it has to pay the government for 3G spectrum.
– Mumbai is its most expensive acquisition at Rs. 2292.95 crore
– Bharti Airtel: Having not won any spectrum in Delhi and Mumbai, Bharti Airtel has put out a statement saying that the combination of scarcity of slots and the auction format (which it blamed for not getting pan-India 3G spectrum), have resulted in extremely high price levels. Airtel has secured BWA spectrum in select circles to experiment with new technologies for a total consideration of Rs. 3314.36 crores: Maharashtra, Karnataka, Punjab and Kolkata.
– Reliance Communications: RCOM says it exited the BWA auction a week back, after auction prices significantly exceeded its business case estimates. They’re going to focus on broadband wireless through 3G-ready pan India CDMA. RCOM has 3G spectrum for 13 circles.
RCOM also says that they prefer “LTE standard offering a single evolution path for both, CDMA & GSM networks”, and that the “WiMAX ecosystem has weakened after WiMAX operators like Clearwire and Yota moved to LTE”.
