Public comment period extension: 401 Certification of the Bishop's Lodge Resort WWTF NPDES NM0031233 / Periodo de comentario publico se han extendido para la planta de tratamiento de aguas residuales del complejo de la logia del obispo NPDES NM0031233

The NMED Surface Water Quality Bureau extends the comment period for Clean Water Act 401 Certification of the draft National Pollutant Discharge Elimination System permit for the Bishop's Lodge Resort Wastewater Treatment Facility, NPDES permit # NM0031233.

This is a notification that EPA’s public notice and associated federal comment period have been extended for the draft National Pollutant Discharge Elimination System (NPDES) permit for the Bishop's Lodge Wastewater Treatment Facility (WWTF), NPDES permit number NM0031233.

Additionally, NMED has extended the concurrent comment period for the Clean Water Act Section 401 Certification of the draft NPDES permit.

When EPA Region 6 drafts an NPDES permit for a discharge into one of New Mexico’s surface waters, NMED has an opportunity to assure that the discharge will not negatively affect the receiving waterbodies. This is documented through the 401 Certification and is required in accordance with state regulations at 20.6.2.2001 NMAC. NMED can make the draft permit more stringent if based on state law or can make comments to EPA for consideration in the final permit. NMED also has the authority to deny certification if the permitting circumstances will not guarantee that the discharge will meet water quality standards. 

The facility is located at 1297 Bishops Lodge Road, City of Santa Fe, Santa Fe County, New Mexico. The discharges from the facility are to the Little Tesuque Creek, thence to the Rio Tesuque, thence to the Pojoaque River, and thence to the Rio Grande in Segment 20.6.4.121 NMAC Rio Grande Basin in Santa Fe County, New Mexico.

Esta es una notificación de que el aviso público de la EPA y el período federales asociado de comentarios se han extendido para la planta de tratamiento de aguas residuales del complejo de la logia del obispo, número de permiso NPDES NM0031233.

Además, NMED ha abierto el período simultáneo de comentarios para la Certificación de la Sección 401 de la Ley de Agua Limpia del borrador del permiso NPDES mencionado anteriormente.

Free PFAS Blood Testing

The state of New Mexico is offering free PFAS blood testing to eligible participants during two sampling events. The blood testing will occur in Clovis, NM from September 12 - 19 and again from October 3 -9 by appointment only. To be eligible, participants must be a current New Mexico resident, at least 18 years of age, and currently, or have ever, lived or worked in the project focus area (see map). Analisis Gratuitos: Analisis de la Calidad Del Agua para Pozos Privados

NMED y NMHealth ofreceran hasta 100 pruebas de agua gratuitas para posoz privados que abastecen a hogares que no estan conectados a un servicio publico de agua en condado de Sierra y comunidades circundantes. Las pruebas incluyen: pH, conductividad electrica, nitrato, hierro, sulfato, fluoruro, y arsenico.

Como Recolectar una Muestra de Agua:
  • Llene un recipiente limpio de vidrio o plastico sin olores, con al menos un cuarto de galon o un litro (es decir, 32 OZ) de su agua de pozo.
  • Si la casa tiene un sistema de filtracion para toda la casa, recolecte el agua en la cabecera del pozo antes de cualquier sistema de filtracion o sistema de ablandador, si es posible.
  • Deje correr el agua 2-3 minutos antes de recolectar la muestra.
  • Recoja la muestra lo mas cerca posible del momento de la prueba.

Free Testing: Private Well Water Quality Testing

NMED and NMHealth will be offering up to 100 free water tests for private wells serving homes not connected to a water utility in Sierra County and surrounding communities. Tests include: pH, Electrical conductivity, Nitrate, Iron, Sulfate, Fluoride, and Arsenic.

How to Collect a Water Sample:
  • Fill a clean glass or plastic container without any odors, with at least a quart or a liter (i.e. 32 OZ) of your well water.
  • If the home has a whole house filtration system, collect the water at the well head prior to any filtration or softener systems, if possible.
  • Let the water run 2-3 minutes before collecting the sample.
  • Collect the sample as close to the time of testing as possible.

Reminder: Petroleum Storage Tank Bureau accepts A/B Operator Training submittals only in October and January

The Petroleum Storage Tank Bureau will accept applications during the month of October for approval of A/B Operator Training classes for operators of petroleum storage tanks.

Applications will only be accepted during the months of January and October as stated in NMAC 20.5.104.408.E

Reminder: Send tank system testing results to Petroleum Storage Tank Bureau

Owners, operators, and testers of petroleum storage tank systems, please email all required tank system test results to: PSTB.compliance@env.nm.gov with a copy to the facility inspector, if known, to allow for receipt and tracking of these reports. Report a suspected or confirmed leak or spill from a petroleum storage tank within 24 hours here (this includes failed or inconclusive test results). Send passing test results within 60 days of when they're done.

Please name the documents you send as follows:

The facility ID# and Owner ID# are on the registration certificates you receive after you pay your tank fees every year or may be found in the storage tank lists available near the bottom of the main PSTB (Petroleum Storage Tank Bureau)  webpage, https://www.env.nm.gov/petroleum_storage_tank/.

Information that must be included in reports:

  1. facility name and address;
    (2) facility ID number;
    (3) owner and operator name and address;
    (4) owner ID number;
    (5) date report was completed;
    (6) date of the test;
    AND MORE. See 20.5.107.715.D NMAC and others referred to below.

If you are unable to email required test results to PSTB.compliance@env.nm.gov, mail them to: Testing Results, PSTB, 2905 Rodeo Park Drive East, Building 1, Santa Fe, NM 87505.The Petroleum Storage Tank Regulations (20.5 NMAC) that were adopted by the Environmental Improvement Board on May 25, 2018 and effective July 24, 2018 require that most test result reports be sent to the Petroleum Storage Tank Bureau:

  • Storage tank system owners and operators must provide the department all reports as required in 20.5.107 NMAC within 60 days of completion of the tests (20.5.107.715.B NMAC). Owners and operators must report any failed tests or inspections to the department within 24 hours of completion of the test or inspection in accordance with 20.5.118 NMAC (20.5.107.715.C NMAC). 20.5.107.715.D NMAC lists what must be included in the reports. Similar requirements are outlined in 20.5.108.816 NMAC, 20.5.110.1016 NMAC, and 20.5.111.1112 NMAC.
  • Failing or abnormal results of ANY test or monitoring result, including investigation of an alarm, are signs of a suspected release, and owners, installers, junior installers, and testers must report these within 24 hours both by sending them to PSTB.Compliance@env.nm.gov with a cc to the PSTB inspector AND by contacting the Leak of the Week listed here: https://cloud.env.nm.gov/waste/pages/download.php?direct=1&ref=13965&size=&ext=pdf or by calling (505) 827-9329 outside of state business hours if it's an emergency. Owners and operators must also investigate these suspected releases within seven (7) days of discovery and conduct appropriate testing, site check, etc. (20.5.118.1801 NMAC).
  • Unless an owner or operator shows within 30 days that a release that was reported as a suspected release is not a release, it will be treated as a confirmed release, and you must comply with 20.5.118 NMAC and 20.5.119 or 120 NMAC, including taking corrective action, for confirmed releases.

Other requirements pertaining to testing of tanks include:

  • A qualified tester must perform the first test or inspection of existing spill and overfill prevention equipment and interstitial monitoring containment sumps by July 24, 2021. (5.105 NMAC; 20.5.106.613 NMAC, 20.5.107.704, 707, & 714 NMAC, 20.5.108.811 & 813 NMAC, 20.5.109.910 NMAC, 20.5.110.1005 & 1015 NMAC).
  • If you have a UST and/or piping that uses ATG (automatic tank gauging)(only allowed on USTs and/or piping installed before April 4, 2008), a qualified tester must test it at least annually by July 24, 2021 . (20.5.105 NMAC; 20.5.108.805 NMAC, 20.5.108.815 & 816 NMAC).

30-Day Public Comment Period: SNL Proposed Revision 17 of the FFCO STP CPV

On October 4, 1995, NMED issued a Federal Facility Compliance Order (FFCO) to the United States Department of Energy/National Nuclear Security Administration (DOE/NNSA) and Sandia Corporation (Sandia) for the Sandia National Laboratories (SNL) Facility. DOE/NNSA is the owner, and Sandia Corporation is the operator of SNL. The FFCO requires a Site Treatment Plan (STP) Compliance Plan Volume (CPV) for the treatment and disposal of mixed waste generated at SNL. Mixed waste is waste that contains both hazardous and radioactive components.

Revision No. 17 comprises two Parts: X.C.2.a and X.C.2.b. If approved, revisions under Part X.C.2.a would set a new Compliance Date for all treatment technologies and associated treatability groups (TG) of December 31, 2028. The current STP CPV Compliance Dates will expire in December 2024; therefore, setting new Compliance Dates is necessary.

If approved, revisions under Part X.C.2.b will establish a Compliance Date for the current and future inventory MTRU Waste that is destined for the Waste Isolation Pilot Plant (WIPP). As WIPP is currently accepting MTRU wastes on a limited basis, the Compliance Date for the treatment and disposal of all waste in this TG will be set to December 31, 2028.

Description:

At a minimum, every public water system regardless of size and complexity requires a certified water distribution operator. In addition, those systems using treatment also must have an operator that holds a water treatment operator certification. The most significant hurdle for many grade 1 and grade 2 operators in passing the operator certification exam, however, is the math portion of the test. Typically, the math section of the certification exam constitutes about 35% of the total exam score so proficiency in math is necessary to pass the test.

 

The math included in the first three sessions is based on the expected-range-of-knowledge for the California distribution D1/D2 exams. Operator Math 301 is targeted to the grade 3/4 level exams.

 

The target learner for this training wants (and needs) one specific thing: the ability to accurately calculate operator certification exam math questions. Accordingly, the learning event design focuses solely on this need. This training is not designed for “contact hours “or participant “entertainment”. This is a hands-on training with an expectation of continuous participation -- working and answering math problems – throughout the entire session.

 

 

Participants will learn:

·       Pressure and head problems

·       Flow calculations (gal/min, ft3/sec, velocity problems)

 

The recommended audience includes operators and managers.

Reminder: Water Conservation Fund Annual Contaminant List

Description: Pursuant to the Environmental Improvement Act Section 74-1-13(G), annually NMED compiles a list of contaminants required to be tested by public water systems over the next twelve months for which the sampling costs will be covered by the Water Conservation Fund. When developing this list of contaminants, NMED shall also consider the availability of funds in the Water Conservation Fund, the needs of public water supplies being tested for additional contaminants and public health and safety. The list for calendar year 2022 is available at the website link provided.

Carlisle Village Cleaners Site Third Open House Meeting

The U.S. Environmental Protection Agency (EPA) and New Mexico Environment Department (NMED) will provide a presentation of the Site, including remediation diagnostic results, proposed remediation actions for residential and commercial properties, and proposed schedule.
Representatives from the EPA and NMED will be available to discuss and answer your questions about current Site cleanup activities and the next steps that will be taken at the Carlisle Village Cleaners Site.

MGT-343: Disaster Management for Water and Wastewater Utilities

Course Description:  The Disaster Management for Water and Wastewater Utilities course is designed to provide training to water and wastewater professionals on issues concerning preparing for, responding to, and recovering from natural or man-made disasters that threaten water and wastewater facilities and systems.

This course introduces the various natural and man-made (accidental or intentional) hazards to which water and wastewater systems may be vulnerable and the potential effects of hazards. Planning for and managing incidents are discussed, as well as disaster mitigation, response, and recovery specific to drinking water and wastewater systems. Participants are guided through portions of the Environmental Protection Agency (EPA) Response Protocol Toolbox (RPTB) to identify steps in the response and recovery processes. Case studies on a variety of disaster incidents, as well as hypothetical situations for water and wastewater incidents, are examined. Participants are also given the opportunity to practice developing a disaster response and recovery plan for a disaster affecting a drinking water or wastewater facility or system.
 
Course Objectives
Determine all-hazard threats that might affect water or wastewater systems
Practice disaster planning and management for water and wastewater incidents
Identify methods to mitigate disasters that threaten water and wastewater facilities and systems
Determine appropriate response actions to an actual or threatened incident
Demonstrate developing a disaster recovery plan

Note: This is a two-day course. It will begin on Wednesday, October 31st from 8 AM - 5 PM and continue the following day, Thursday, October 31st from 8 AM - 5 PM.
