The Department of Human Services operates two community centers that serve as central facilities for private, federal, state, and city agencies to deliver a comprehensive program of recreational activities and social services.

Formerly known as the West-End Multi-Service Center, the center was renamed Frank Garrett Multi-Service Center on April 6, 1995 in honor of a retired City employee. The center was constructed with Model Cities funds in 1974.
The Frank Garrett Center houses a gymnasium and the property also includes tennis courts, a softball diamond, and an open field for outdoor team sports.
