Labor Members

change leader

The Labor caucus in the
ACT House of Assembly has
replaced Mr Doyle with Mrs

Horder as its leader.

In a statement issued to the
Assembly meeting last night, Mrs
Horder said she had been elected
leader, Mr Reid had been elected
deputy leader, Mr Whalan chair
man of caucus, and Mrs Walmsley
secretary of caucus and Assembly
whip.

Mr Doyle, who had led the ALP
since the June 5 election last year,
said he had been "caught by sur
prise" by the sudden change of
leadership.

Mr Doyle lost the leadership by
five votes to three, and the Labor
team is now expected to attempt to
woo two or more members of the

present non-Labor coalition in the
Assembly to join Labor in a new
coalition which, if successful,
would form a new majority group
ing.

It is believed that the ALP-led
majority under its new leadership
would regard itself as having closer
links with the incoming Hawke
Government, a direct line to La
bor's ACT Members of Par
liament, and therefore occupy an
influential position with a future
minister responsible for ACT mat

ters.

Mr Doyle called the leadership

change "very disappointing".

He said, "I could see no substan

tive reason for change. It was un

warranted. 1 have been extremely
dedicated in leading the Labor
Party. I have promoted the ALP at
every opportunity and have raised
every issue which needed to be

addressed.

"It leaves a bitter taste in the

mouth."

The Leader of the House of
Assembly, and leader of the
Liberal team, Mr Leedman,
pledged his co-operation with the
new Government of Mr Hawke.

Mr Leedman told the meeting
that he noted Mr Hawke's com
ment that his Government would
be for all Australians, "including
those who voted for him and those
who did not".

He said that he had not voted for
Mr Hawke, "but still I offer him
my sincere congratulations and ex
press my thanks to Mr Fraser for
the distinguished service which he
rendered Australia during his time

as Prime Minister."

The Labor Government had "in
herited vast problems which will
involve all of us working together
if permanent solutions are to be
found," he said.

Mr Leedman pledged the co
operation of Liberal members and
their supporters to the new Govern

ment.

"Every one of us, especially
those in positions of community
leadership, has a responsibility . ..
to assist Mr Hawke and his Gov
ernment in achieving their stated
goals in Australia," he said.

Liberal Members and their sup
porters would "respond sympa
thetically to all reasonable pro
posals".

"To do less would be a disservice
to this magnificent country, which
is far larger than any one politician
or ideology," Mr Leedman said.

He hoped to hold early dis

cussions with the Labor minister

who would be given responsibility

for the ACT.

Mrs Horder, the new Labor
leader, told the Assembly that the
election of the Hawke Government
heralded "an exciting time for

Canberra".

"We now have a new Govern
ment which is committed to re
construction and recovery for Can
berra," she said.

The people of Canberra had
been "very decisive in saying they
wanted a change: we now look
forward to a new period of prosper
ity for those who wish to live and

work in Canberra."

Mr Vallee (Lab) failed in an
attempt to postpone the develop
ment of land in Canberra by
private enterprise. He raised a mo
tion at the meeting last night, urg
ing the Department of the Capital
Territory to not proceed with the
granting of a lease to a developer
for 12.47 hectares of residential
land at Stirling until the incoming
Government could consider its

policy on land servicing. It was

defeated by 10 votes to 8.
