HEERF I - Coronavirus Aid, Recovery, and Economic Security (CARES) Act

1. 

Southern University and A & M College (institution) has signed and returned to the U.S. Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The CARES Relief-Students CFDA# 84.425E, Award Number P425E200926, Award Amount $4,698,402. 

The CARES Act - Student Portion Refunds at May 22, 2020, was $3,654,200 (30 days after the date of award) for 4,175 students. 

The total amount received by the Institution as of December 31, 2021, is $4,698,402.  Of this amount, there is approximately $287,802 remaining that needs to get distributed to students based on the HEERF II and III USDOE guidelines.

The total amount of Emergency Financial Aid Grants (Student Portion) distributed to students under Section 18004(a)(1) of the CARES Act is a total of $4,265,900 (SUBR $4,115,900 & SULC $150,000) at 9/30/2020.

The cumulative total amount of Emergency Financial Aid Grants (Student Portion) distributed to students under Section 18004(a)(1) of the CARES Act is a total of $4,292,100 (SUBR $4,142,100 & SULC $150,000) from the initial award date thru 12/31/2020. 

The cumulative total amount of Emergency Financial Aid Grants (Student Portion) distributed to students under Section 18004(a)(1) of the CARES Act is a total of $4,410,600 (SUBR $4,260,600 & SULC $150,000) from the initial award date thru 3/31/2021.

The total number of SULC students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is 347 students at 12/31/2020. The total number of SULC students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is 350 students at 03/31/2021. The total number of SULC students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is 350 students at 06/30/2021. The total number of SULC students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act is 350 students at 09/30/2021.

 

6. 
The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act includes the following.  
 
  • The institution determined which students enrolled for Spring 2020 with a paid status as of March 20, 2020, would receive Emergency Financial Aid Grants provided by the Cares Act Funding by using the following information.  In addition, International, Dual Enrollment, Cross enrolled, and 100 % online students were not eligible to receive funding.  
  • The institution required the students to complete a dynamic form to assist in determining eligibility which requires the student to explain how they intend to use the funds received; and
  • The institution required the Bursar's Office to review all eligible students to determine the students' current status prior to the distribution of the funds by the institution.     
   
7.  The students were provided with instructions, directions, and/or guidance by the institution concerning the Emergency Financial Aid Grants.  In addition, students were asked to complete a dynamic form to meet the requirements to receive the funds and once completed it was routed to Cashier's Office.

Please see the chart below that shows the Student Portion, Institutional Portion and the HBCU Award Total Amount Received by the Institution by Quarter for HEERF I, II and III.  These amounts include the Southern University and A.&M. College, the Southern University Law Center and Southern University Agricultural Research and Extension Center distributions/expenses.  All awards include student distributions and/or Institutional Refunds to the students.
