Hon. Hugh Howard was born in 1761.2 He was the son of Ralph Howard, 1st Viscount Wicklow and Alice Forward, Countess of Wicklow.1,2 He married Catherine Bligh, daughter of Very Rev. Robert Bligh and Frances Winthrop, on 20 December 1792.3 He died on 3 November 1840.3

Very Rev. Robert Bligh was born circa 1710 at County Meath, Ireland.2 He was the son of Rt. Hon. Thomas Bligh and Elizabeth Naper.1 He married, firstly, Catherine Elliot in July 1742.1 He married, secondly, Frances Winthrop, daughter of Stephen Winthrop, on 24 March 1757.1 He died in 1778 at Barryshall, County Cork, Ireland.2

Alice Forward, Countess of Wicklow was the daughter of William Forward and Isabella Stewart.1,2 She married Ralph Howard, 1st Viscount Wicklow, son of Rt. Rev. Robert Howard and Patience Boleyn, on 11 August 1755.1 She died on 7 March 1807.1
Her married name became Howard. After her marriage, Alice Forward, Countess of Wicklow was styled as Baroness Clonmore on 21 July 1776. After her marriage, Alice Forward, Countess of Wicklow was styled as Viscountess Wicklow on 21 June 1785. She was created 1st Countess of Wicklow [Ireland] on 5 December 1793.1
Her married name became Howard. After her marriage, Alice Forward, Countess of Wicklow was styled as Baroness Clonmore on 21 July 1776.
