Arthur Ralph Douglas Elliot-Murray-Kynynmound was born on 17 December 1846.1 He was the son of William Hugh Elliot-Murray-Kynynmound, 3rd Earl of Minto and Emma Eleanor Elizabeth Hislop.1 He married Madeline Harriet Dagmar Ryan, daughter of Sir Charles Lister Ryan and Jane Georgina Shaw-Lefevre, on 14 February 1888.1 He died on 12 February 1923 at age 76.1
     He graduated from Cambridge University, Cambridge, Cambridgeshire, England, with a Master of Arts (M.A.)1 He was a practising barrister.1 He held the office of Member of Parliament (M.P.) for Roxburghshire between 1880 and 1892.1 He was editor of the Edinburgh Review between 1895 and 1912.1 He held the office of Member of Parliament (M.P.) for Durham between 1898 and 1906.1 He was Finance Secretary, Treasury in 1903.1
