This OVA is a recap that summarizes the TV series all the way to the fight with Toujou, which is about episode 22. I wouldn't recommend watching the OVA and then the TV series as the OVA contains spoilers. If you've seen the TV series, the OVA isn't anything new, so watching the OVA isn't necessary unless you're a hardcore fan that wants to re-watch something you've already watched from the TV series.
