Delete NOT for the troll reason of the OP above, but just because this is a wild and seemingly unmoderated collection of all kinds of flag maps, notable or not. Flag maps of the Mongol Empire??? Georgia being representated by the Soviet Empire from Kal'grad to Camchatca? The Ukrainian Empire might have been meant to be an easter egg, but this whole endeavor is deeply unserious.

As far as I know, PD-SerbiaGov exemption does not apply to visuals produced in course of official duties:
The following shall not be deemed works of authorship:
1) Laws, decrees and other regulations;
2) Official materials of state bodies and bodies performing public functions;
3) Official translations of regulations and official materials of state bodies and bodies performing public functions;
4) Submissions and other documents presented in the administrative or court proceedings
I have read somewhere, actual, official response on this question, which says that only texts are considered exempt in the list above, and that it does not apply to visual arts.

Likely not a free image, it's a no-EXIF photo from the same shoot as the subject uses at twice the resolution on their website at https://www.jeffreymarsh.com/about. Possibly a reupload of File:Jeffrey Marsh.jpg (which had a copyright statement in the EXIF) - both of those have been added to Marsh's infobox on enwiki by User:TiradePollys this month, but uploaded to Commons by User:DefoPoolly and now User:JokeyTroolly. MCA Records rainbow vinyl labels

Well, not all rainbow images are original enough for copyright. Nonetheless, the rainbow shown in the vinyl labels by MCA Records is less sharp, especially in less-solid color borders, and the light around the rainbow is too fuzzy and too shaded to make the rainbow simple-looking.
