Civic rights

Read it, still don't get it
editIt isn't clear what these rights allowed a town to do or how places without these privileges functioned without them. For example: "in Sweden, the basic royal charter establishing a borough enabled trade, but not foreign trade". Are you saying that nobody could buy anything from anyone or sell anything to anyone if the place they lived didn't have town rights? This seems ludicrous and unworkable to me.
