Why was R with grave not added in Unicode 1.1?

I don't thnk CJK Extension G will be included in unicode 12.0

Can someone source where the 5001 characters of CJK for unicode 12.0 came from? This source, https://blogs.adobe.com/CCJKType/category/unicode, as well as on the main Unicode page, http://www.unicode.org/versions/Unicode12.0.0/, doesn't say anything about it.
