Georgia and Azerbaijan have had good relations since both gained independence from the Soviet Union. Infact, despite Georgia's cultural and religious ties with Armenia, Georgia has had closer times with Muslim Azerbaijan. Azerbaijani fuel and Georgia's own seperatist problems are a contributing factor to the close ties.

Georgia, under Gamsakhurdia, signed a cooperation agreement with Azerbaijan regarding the economic, scientific, technical, and cultural spheres in December 1990, . In February 1993, Georgia under Shevardnadze, concluded a far-reaching treaty of friendship, cooperation, and mutual relations with Azerbaijan, including a mutual security arrangement and assurances that Georgia would not reexport Azerbaijani oil or natural gas to Armenia. In 1993, Georgia joined the blockade of Armenia and curbed incursions by Armenians from Georgian territory into Azerbaijan due to Azerbaijani pressure.[1]
