chore: Created a new hackerrank file

Description of Change

I saw hackerrank file wasn't there, so I created a hackerrank file and has added readme.md and directory.md. I will add solutions of C problems and problem solving solutions in future.

References

The directory.md and readme.md was inspired from leetcode file in the original Repository.
