Abstract

Im Zentrum des IRS-Teilprojektes stand die Untersuchung der Entwicklung in den drei am Projekt beteiligten Fallstudienstädten Würzburg, Potsdam und Remscheid. Die Fallstudien für Würzburg und Potsdam wurden bereits in einem vorherigen Projektbericht vorgestellt (vgl. Thieken et al., 2018). Der folgende Bericht konzentriert sich auf die verbleibende Fallstudie Remscheid. Im Rahmen des Definitionsprojektes ging es zunächst um eine Bestandsaufnahme der Rahmenbedingungen in den drei Städten sowie deren Strategien in den Bereichen Klimaschutz und Klimaanpassung (z. B. das Integrierte Klimaschutzkonzept der Stadt Remscheid). In einem zweiten Schritt wurde nach den begünstigenden (und hemmenden) Faktoren für diese Entwicklung gefragt. Im Mittelpunkt stand dabei die Bedeutung von Schlüsselakteur*innen und Schlüsselereignissen, insbesondere für die Anpassungs- und Transformationspfade in den beiden Fallstudienstädten. Im Rahmen dieser Vorstudie wurden die Vergangenheit der beiden Städte (z. B. deren historische Entwicklung), ihre materielle Gegenwart (z. B. Bevölkerungsentwicklung, finanzielle Ressourcen, Infrastruktur) und ihre Zukunftsvisionen (z. B. klimaneutrale Stadt bis 2050) betrachtet. Dabei ging es auch um die Geschwindigkeit und die Intensität von Prozessen, durch die neue Politikansätze entstehen und sich etablieren (oder auch wieder verworfen werden). Die Pfadanalysen, deren Durchführung in enger Kooperation mit der Fallstudienstadt erfolgte, wurden zunächst konzeptionell vorbereitet und operationalisiert.
