If elected, McNeill would succeed District Attorney Michael Graveley, who announced earlier this month he will retire when his term ends in early 2025.
A 13 year veteran of the Kenosha County District Attorney’s Office, McNeill has won multiple awards for her work helping to keep Kenosha County safe, support victims of crime and pursue justice on behalf of her home community. In 2023, McNeill was named the state’s Deputy District Attorney of the Year for her successful prosecution of Mark Jensen during his lengthy and high-profile retrial.
Deputy District Attorney Carli McNeill talks about Mark Jensen’s sentencing hearing on April 14. Her work on the trial was recognized as part of her winning a statewide award.

“I’m from Kenosha County, and, aside from when I was away at school, I’ve lived here my entire life,” McNeill said in a prepared statement. “This is my home, and after graduating, I knew I wanted to come back here and do something meaningful for this community. There’s no other work that’s as fulfilling and challenging as working closely with law enforcement to keep our community safe and to ensure victims’ voices are heard.”
McNeill graduated from Bristol Grade School and Westosha Central High School before attending Union College in Schenectady, N.Y., where she also played Division I ice hockey.
After graduation, she attended law school at the University of Notre Dame in Indiana, earning her degree in 2010.
McNeill began her legal career as an assistant district attorney in Kenosha County in 2011. In 2019, McNeill was recognized by her fellow prosecutors as the State of Wisconsin’s “Rising Star” prosecutor for her work. She was promoted to deputy district attorney, the second in command at the District Attorney’s Office,in 2021.
Kenosha County Deputy Sheriff’s Association President Tim Hackbarth praised McNeill and supports her candidacy.
“I have worked with Carli for the better part of 10 years as a sensitive crimes detective. In that time our city/county has seen some pretty significant events and crimes committed against other members of our community. Carli’s no-nonsense approach to dealing with criminals is unmatched,” Hackbarth said in a prepared statement. “Her main goal from what I see is to protect the community from those who want to harm it, but more importantly to support and defend the victims of these crimes and bring them the justice they deserve. Carli has served our community with honesty, integrity and fairness. These are all qualities that are needed to conduct the duties of the District Attorney and assure that our community stays safe and that victims have a voice. I feel there is no better person than Carli McNeill to serve as the next District Attorney of Kenosha.”
McNeill was also endorsed by the Kenosha Professional Police Association’s Board of Directors.
“Carli has earned this endorsement and the support of law enforcement over the course of more than a decade. During that time, Carli has proven that she is tough and fair and completely committed to working with law enforcement to hold those who commit crimes accountable. This makes her the best choice to be the next District Attorney,” said Pete Deates, president of the association, in a prepared statement.
Former Kenosha County Court Commissioner Loren Keating expressed similar sentiments.
“I view Carli McNeill from multiple perspectives,” Keating said in a prepared statement. “As a long time police officer, I know what is crucial to have in a prosecutor to keep our community safe. As a recently retired court commissioner, I had an opportunity to see Carli McNeill in court on the most serious cases over the last several years. From both those perspectives, I have complete confidence that Carli McNeill will make an outstanding district attorney.”
The mission of the Kenosha County District Attorney’s Office is to uphold the rule of law, prosecute criminals and seek justice for victims of crime.
The district attorney is a constitutional officer, elected by the people of Kenosha County to a four-year term.
“As District Attorney, I will work relentlessly to ensure that Kenosha County is a safe, flourishing place to live and raise a family for everyone, just as it has always been for me,” McNeill said.
