Following Dil and Mezo (2008), define the incomplete Fibonacci numbers by F(n,k) = Sum_{s = 0..k} binomial(n-1-s, s) for n >= 1 and 0 <= k <= floor((n-1)/2).
Then T(i, j) = F(i+j-1, min(i-1, j-1)) for i,j >= 1.
