Background
Prefers reduced motion should only disable the animation of the TOC toggle arrows, not the entire collapsible section feature. This is a holdover from when we thought the sections would collapse and expand automatically on scroll

- TOC sections are collapsible when the prefers reduced motion query is enabled
- The section toggle arrows do not animate
Developer notes
Because of the location of the new TOC in the DOM, in print mode it is located before the h1. Ideally the TOC should follow the h1, as it does in legacy.
