James F. Starbuck (September 5, 1816 in Scipio, Cayuga County, New York – December 11, 1880) was an American lawyer and politician.

Starbuck was born on September 5, 1816 in Scipio, New York.[1] He attended Western Reserve College in 1836.[1] He moved to Watertown, New York in 1839.[2] Starbuck was admitted to the bar in 1844, and practiced in Watertown.[1]

Starbuck was a secretary for the New York State Constitutional Convention of 1846. Starbuck was District Attorney of Jefferson County from 1850 to 1854.[2]

He was a member of the New York State Senate (18th D.) in 1876 and 1877.[2] Starbuck died on December 11, 1880.[1]
