I've written the article a little. The list of duties was oversimplified to the point of being wrong; police do not always fine for minor crimes and arrest for major crimes, and the arrest is not always so a person can be brought before a court; it can be to help the investigation also. A person is a man within a society who owes a certain duty and obligation according to his title and what he does. His actions, inaction may impose a fine, a duty or an obligation if he fails to perform.

A police officer is not a person, neither is a judge, attorney, etc. They are all titles created by state legislation with different duties and obligations etc, and held by a man or woman.
