Compulsory licensing is a new and important intellectual property tool in the EU crisis response toolkit. The new regulation establishes an EU-level framework to efficiently grant a compulsory licence in a clearly defined cross-border crisis or emergency situations.

The European Commission proposes to cut €400 million in annual administrative cost for companies, adding to the €8 billion already targeted through earlier simplification efforts. With a new category of small-mid caps, the measures will ease compliance obligations and thus free resources for growth.
