Starting in 1996, Alexa Internet has been donating their crawl data to the Internet Archive. Flowing in every day, these data are added to the Wayback Machine after an embargo period.

Sorenson Spark is almost h.263. A bitstream filter might be able to covert directly to h.263/mpeg-4. SVQ3 is almost h.264, SVQ1 is a custom beast.
