The emergence of the Labour Party as a national party and a series of bitter industrial confrontations in the immediate post-war years were demonstrations of these changes and resulted from the pent-up desire for reform - encapsulated in the slogan of a 'fit country for heroes to live in' - and of working class reaction to perceived pressure on living standards generated by the switchback movement in money wages. York's socio-economic characteristics were broadly comparable to other county boroughs except for occupational structure. It was a middle class Conservative city, of about 84,000 inhabitants characterised by both a high level of white collar employment and a highly-organised and unionised working class centred on the confectionery and, in particular, the railway industries. As early as the 1880's local railwaymen had started to become detached from middle class Liberalism. In 1890 the Trades Council was formed and by 1906 Labour was able to field a parliamentary candidate. The increasing primacy- of economic issues in electoral politics since the war had helped the Labour Party and in York, against a backcloth óf strikes, persistent unemployment and a severe housing shortage, it had pushed the Liberals into third place by 1923. The commonsense view of Tom Jones of the Cabinét Secretariat, who believed that 'Bolshevik propaganda in this country is only dangerous in so far as it can lodge itself in the soil of genuine grievances', became obfuscated as rhetoric became confused with reality and the result was a widespread fear of revolution. This reaction to the post war conflicts, of which the General Strike was the industrial coda, was not confined to the environs of Whitehall, and a key political issue in York after 1918 was anti-socialism. Gutes Ex. - Aus dem Nachlaß von Michael Richter. - On 15 th March 1349, Edward III ordered the seizure of the lands and goods of Walter Chiriton and his partners, farmers of the customs at all the English harbours since 1347. They had rendered great services in the past, but they were now unable to discharge any longer their obligations to the royal government. On 21 st April a group of sureties, headed by John Malwayn, took over the unexpired portion of the contract with the king.1 Chiriton's bankrupt company promised to disclose to the king and to Malwayn and Co. the names of all its debtors, so that by prosecuting them the royal government might recover some of the money due to Edward III from the fallen farmers of the customs. The resultant legal proceedings make a sorry tale. Chiriton and his partners were now desperate. They had nothing to lose and might gain something by impleading many people with whom they had had some dealings in the past. There was no room for loyalty to old associates or gratitude for services rendered over many years.2 A few prosecutions were successful and in this way the king acquired claims to debts totalling £1627 3s. 8d.3 In some other trials the case for the crown broke down. To one such apparently unjustified prosecution we owe the survival of a valuable collection of records concerning the dealings of the farmers with an important group of merchants of York, who had collaborated with them in 1347-49. In the course of the trial, which lasted from 2nd November 1352 to at least 23rd April 1353, John Goldbeter surrendered numerous documents arising out of his bargains with Chiriton and Co. Gebraucht, aber sehr gut erhalten. - Aus dem Nachlass von Michael Richter. - The Reverend Christopher Wyvill owes his place in history to his achievements as a campaigner for political reform in 1779 and the early 1780's. In those years, Herbert Butterfield says, 'He and his collaborators launched upon the country, and set fairly and squarely on its course, the most important of the movements that have made the modern world'. He continued to play a significant role until the defeat of Pitt's parliamentary reform motion of April 1785, and his activities up to that point have been fully examined in Ian Christie's Wilh.es, Wyvill and Reform (1962). Thereafter his career has not been studied in detail, although historians have used the pamphlets which he wrote in the 1790's and his correspondence during that decade, published in the last two volumes of his Political Papers. Virtually nothing has been written about the last twenty years of his life, between 1802 when the printed correspondence ends and 1822 when he died. However, in the collection of Wyvill manuscripts which has been recently transferred from Constable Burton to the North Riding Record Office there is a large amount of material from this period. When volumes V and VI of Wyvill's Political Papers appeared, they were recommended by the Monthly Review 'as containing the undisguised sentiments, on important subjects, of the most distinguished characters of the time'. The later correspondence, which Wyvill carried on until a few years before his death, is also of great interest. It had been preceded by meetings of clergy such as that at Richmond, and there was a feeling that some real attempt was about to be made to revive the moribund assembly. The Yorkshire Gazette carried an editorial entitled 'The Whig-Radical Legislation and the Church'. The Tory nature of the editorial approval is clear, but it is the cautious approval of a Tory layman long used to regarding clerical pretensions, whatever their origins or guise, as unwelcome. It was something of a dilemma for such a man to have to demand what could be described as an innovation. His language is understandably cautious. 'That which is demanded (viz. the revival of an independent legislature for the Church) has long been discussed in the Church, and it behoves men holding high and responsible positions to pause'. The Archbishop of York, Edward Vernon Harcourt, had no intention of being rushed. He was the ecclesiastical equivalent of the independent country gentleman who sat for a county seat in the Parliaments of the pre-Reform era.
