Current NASCAR Cup Qualifying Rules and Notes

NASCAR Updates Sprint Cup Series Race Eligibility UPDATE: NASCAR announced updated procedures for NASCAR Sprint Cup Series race eligibility and new provisional starting guidelines for races during the Chase for the NASCAR Sprint Cup. Starting with Saturday night's Coke Zero 400 at Daytona, current year owner points will replace practice speeds for determining race eligibility and starting position in the event adverse conditions prevent qualifying from taking place. Starting in 2017, for the second and third events of the season, practice speeds for Open teams will remain the criteria used to determine race eligibility.
NASCAR also announced that Open teams that earn a berth in the Chase will be awarded a provisional starting position for every Chase race, guaranteeing those teams an opportunity to compete for the championship in NASCAR's playoffs.
"These changes provide a more even competition field for both Charter and Open teams, rewarding strong performances over the course of a season," said Jim Cassidy, NASCAR senior vice president, racing operations. "Earning a berth in the Chase for the NASCAR Sprint Cup is extremely difficult and requires consistent elite performance. Those teams should be guaranteed an opportunity to race for the title, and this ensures that will be the case."
The creation of provisional starting positions for Open teams that earn a berth in the Chase has been discussed extensively with industry stakeholders.
The adverse conditions qualifying procedures remain unchanged for the NASCAR XFINITY Series and NASCAR Camping World Truck Series.(NASCAR)(6-28-2016)
UPDATE: If qualifying canceled at Daytona, practice speeds will be used to determine lineup, the new rules will start at Kentucky (ESPN)(6-30-2016)

a) Team owners must submit an executed Annual Entry or Official Entry Blank coupon for each applicable Event to NASCAR Headquarters in order to attempt to Qualify. In cases where adverse conditions or other circumstances affect the normal Qualifying procedures and other considerations such as practice speeds are used to help determine the eligibility for a starting grid position, an Open Team(s) who entered the Event prior to the entry deadline as listed on the Official Entry Blank always receives priority over an Open Team(s) who entered the Designated Vehicle after the entry deadline.
b) Until the completion of the first three Events of the NASCAR Sprint Cup Series season, the previous calendar year's final NASCAR Sprint Cup Series Team Owner Championship point standings will be used for determining the order of the following:
Random drawing
Starting Grid Position Eligibility-Adverse Conditions (when applicable)
Starting Grid Position Assignments-Adverse Conditions (when applicable)
c) After the third completed Event and until the completion of the NASCAR Sprint Cup Series season, the then-current Team Owner Championship point standings will be used for determining the items above.
d) Any and all instances of a tie in Team Owner Championship point standings will be broken as set forth in the rules book, except in the case of breaking ties in Qualifying positions as set forth in the rules book.

Random Drawing for Event:
a) A random drawing will be held for each Event at a time specified on the Schedule of Events on the Official Entry Blank and location designated by NEM to determine the following:
Assigning pit box usage for Qualifying
Starting grid position assignments in the event of Adverse Conditions
b) The order of the random drawing will be conducted in accordance with the NASCAR Sprint Cup Series Team Owner Championship point standings starting with the highest point holder.

Qualifying and Starting Grid Position Overview: NEM will determine if a Team Owner's Designated Vehicle and Driver are eligible for a starting grid position in a Race. A Charter Team is automatically eligible for the Race and will be assigned one of the available starting grid position in every Championship points Event, as long as all conditions of the Charter Membership and the NASCAR Rules are met. An Open Team is not automatically eligible, but may attempt to earn an available starting grid position in the 40-car field, as long as all conditions of the Open Team Owner Agreement and the NASCAR Rules are met.
Eligibility for each Race and assignment of starting grid positions for a given Race for all Designated Vehicles entered in an Event (Charter Teams and, as applicable, Open Teams) will be determined according to this Section, the Official Entry Blank for an Event and any amendments thereto. As a general rule, eligibility for starting grid positions for each Event, except for the Daytona 500, will be determined as follows:
36 Charter Teams will be eligible for and assigned a starting grid position
4 Open teams will be eligible for starting grid positions
If Qualifying is rained out, combined practice speeds determine eligibility for 4 Open Teams
If Practice and Qualifying are rained out, Series Team Owner Championship point standings determine eligibility for 4 Open positions (previous season's points for first 3 Events, then-current points for all subsequent Events)(2-11-2016)

Qualifying Procedures:
a) Unless otherwise authorized by NEM, the following are the Qualifying procedures:
b) Procedures may be modified by the NASCAR Sprint Cup Series Managing Director based on track conditions, configurations, or other circumstances.
c) Except for Superspeedway Events, each Designated Vehicle is permitted to enter and exit the race track from pit road during Qualifying at any time while the green flag is displayed.
d) Designated Vehicles that do not immediately elect to make a Qualifying attempt may be staged on pit road single file, with the inside tires on the outer pit box line in the area designated by NEM, and enter the race track at any time during a Qualifying round after the track is open. Once a Designated Vehicle departs its staged position on pit road, the Designated Vehicle must not slow down or stop while properly entering the race track until it returns to its assigned pit box.
e) Designated Vehicles will be required to enter the track under the same procedures set forth by NEM for the Event (i.e. blend line).
f) All Designated Vehicles must remain in the lower lane of the race track while accelerating to an appropriate speed before merging into traffic.
g) Any Competitor that impedes or interferes with another Competitor's Qualifying attempt, or otherwise engages in any unsafe act while on the racing surface (including pit road) during a Qualifying attempt, may be subject to disciplinary action by NEM in order to protect the safety and integrity of the Qualifying procedures. Such action by NEM may include, but is not limited to disallowing such Competitor's posted Qualifying speed(s) and/or removing the Designated Vehicle from any additional Qualifying round(s) for the Event.
h) Pit road speed limit will be enforced during all Qualifying rounds.
i) All Designated Vehicles must compete in the first Qualifying round unless otherwise authorized by the NASCAR Sprint Cup Series Managing Director.
j) Except for Superspeedway Events, Designated Vehicles are permitted to complete as many laps as they desire during the time allotment for the specified format for the Event.
k) During any Qualifying round, a timed lap cannot begin or end on pit road.
l) Except for Superspeedway Events, once the time in each Qualifying round has expired, a Designated Vehicle already on the track is permitted to cross the start/finish line one time.
m) Except for Superspeedway Events, if a Designated Vehicle crosses the start/finish line more than once after the allotted time for a Qualifying round has expired, that extra lap speed(s) will be disallowed and the team may be subject to penalty.
n) In the event of a red flag during Qualifying and at NASCAR Sprint Cup Series Managing Director's discretion, the time remaining in the Qualifying round will be stopped and will resume once the green flag is displayed. The designated time allotment for each Qualifying round may be adjusted in the discretion of NEM as a result of adverse conditions or other circumstances.
o) Teams will be limited in the adjustments that will be permitted during or in between rounds as determined by the Series Managing Director and are subject to change, at the sole discretion of NEM.
p) Unless otherwise authorized by the NASCAR Sprint Cup Series Managing Director, only one set of tires are permitted during Qualifying.
q) Once a Designated Vehicle is removed from the competitive side of pit road, the vehicle will not be permitted to return or compete in that Qualifying round or any future Qualifying round(s) for that Event.
r) Designated Vehicles competing in a Qualifying round are required to have a spotter in the designated spotters stand and a designated crew member to monitor NEM's radio in their assigned pit box at all times during the Qualifying attempt(s).
s) In the event a Designated Vehicle advances to the next Qualifying round and does not compete in that round, said vehicle will earn the last qualifying position for that particular Qualifying round. If two or more vehicles do not compete in the next Qualifying round, those qualifying positions will be determined based on the fastest single lap speed of the previous Qualifying round for those vehicles.
t) If one or more Qualifying round(s) are completed, but the final scheduled Qualifying round is not completed due to weather or other adverse circumstances, the starting grid positions will be assigned based on the most recent completed Qualifying round results.
u) If no Qualifying rounds are completed due to weather or adverse conditions, starting grid positions will be assigned per the rules book.

How to Calculate Track Speeds: use the formula Speed = Distance divided by Time. Distance is Track Length, and Lap Time into Hours. Once hour is 3600 seconds, so the calculation for a 48 second lap at Daytona(2.5 miles) would be: Speed = 2.5 x (3600/48), = 2.5 x 75 = 187.500mph. For a 19 second lap at Bristol(.533 miles): Speed = .533 x (3600/19), = .533 x 189.474 = a speed of 100.990mph

Starting Grid Position Determinations: Two 150-Mile Qualifying Races for The Daytona 500:
a) Starting grid positions for each of the two 150-mile Qualifying Races (herein referred to as "Race 1" and "Race 2", respectively) are determined by the final Qualifying results and are limited to a maximum of 33 Designated Vehicles in each Race.
b) NEM will assign a starting grid position to Team Owners in either of the 150-mile Qualifying Races as necessary to attempt to balance the number of Charter Teams and Open Teams, respectively, in each starting field. The following will be used to generally assign Designated Vehicles to Race 1 or Race 2 before determining starting grid position.
c) Charter Teams will be divided equally amongst each 150-mile Qualifying Race based on their final Qualifying results, strictly in relation to all other Charter Teams, in descending order (e.g. if 36 Charter Teams are entered in the Event, 18 Charter Teams will be assigned to compete in each 150-mile Qualifying Race). Charter Teams with odd numbered final Qualifying results in relation to all other Charter Teams (1st, 3rd, 5th etc.) are assigned to one 150-mile Qualifying Race. Charter Teams with even numbered final Qualifying results in relation to all other Charter Teams (2nd, 4th, 6th etc.) are assigned to the other 150-mile Qualifying Race. For clarification, this process assigns Designated Vehicles to Race 1 or Race 2, but does not establish their starting grid position in that Race.
d) Open Teams will be divided equally amongst each 150-mile Qualifying Race based on their final Qualifying results, strictly in relation to all other Open Teams, in descending order (e.g. if 30 Open Teams are entered in the Event, 15 Open Teams will be assigned to compete in each 150-mile Qualifying Race). Open Teams with odd numbered final Qualifying results in relation to all other Open Teams (1st, 3rd, 5th etc.) are assigned to one 150-mile Qualifying Race. Open Teams with even numbered final Qualifying results in relation to all other Open Teams (2nd, 4th, 6th etc.) are assigned to the other 150-mile Qualifying Race. For clarification, this process assigns Designated Vehicles to Race 1 or Race 2, but does not establish their starting grid position in that Race.
