The Police Regional Office in Bicol (PRO5) recently initiated a two-week “Halu-Bilo” project to beautify and improve communities in the province through immersion programs.

“Halu-Bilo,” a Tagalog word which means gathering together or socializing, is part of the Police Community Affairs and Development Course (PCADC), Lt. Col. Malu Calubaquib, PRO5 spokesperson said.

From June 5 to June 18, 2024, various teams from PRO5 conducted Community Immersion Programs to selected pioneer barangays in Legazpi City, including Imalnod, Mariawa, and San Francisco; and Dinoronan and San Vicente in Daraga.

Aiming to build trust and cooperation, the police teams visited the barangays, engaged directly with residents, introduced their programs to the community to gain their participation and understanding.

Lectures and dialogues designed to educate residents on how to prevent becoming victims of crime and how they can contribute to maintaining peace and order, basic first aid, road safety, fire safety, waste segregation and beautification were held.

“The interactions promoted a deeper understanding and collaboration between the police and the community,” Calibaquib reported.

Various government, non-government, civil society and private individual supporters were invited to come with police teams during the activities.

The beautification and renovation of the old park of Barangay San Francisco brought happiness to children to once again experience playing outdoors instead of engaging in gadgets.

Medical outreach activities were also conducted offering free services on check-up, X-RAY, ECG, CBC, Blood Chemistry, Ultrasound, Urinalysis, 2D Echo, and Echocardiogram.

Calubaquib added that it is the goal of the leadership of PRO5 Regional Director PBGen. Andre P. Dizon to demonstrate dedication of service of all policemen in maintaining peace and order a shared commitment, requiring active participation from both the police and the community to creating a safer, more cohesive society.
