HLG-PCCB

High-level Group for Partnership, Coordination and Capacity-Building for statistics for the 2030 Agenda for Sustainable Development

On 6 March 2015, at its forty-sixth session, the United Nations Statistical Commission created the High-level Group for Partnership, Coordination and Capacity-Building for statistics for the 2030 Agenda for Sustainable Development (HLG-PCCB), composed of Member States and including regional and international agencies as observers. The HLG-PCCB aims to establish a global partnership for sustainable development data. It reports annually to the Statistical Commission.

Mandate

The HLG-PCCB and has been tasked to provide strategic leadership for the sustainable development goal implementation process as it concerns statistical monitoring and reporting. The group's current terms of reference are below, as found in E/CN.3/2022/4, Annex I.

Membership

In establishing the HLG-PCCB, the United Nations Statistical Commission requested the use of existing regional mechanisms in order to ensure equitable regional representation and technical expertise. The Chair of the United Nations Statistical Commission is a ex-officio member of the HLG-PCCB. In accordance with its terms of reference since 2017, the HLG-PCCB has rotated its membership every two years at the beginning of the second calendar quarter.

United Nations World Data Forum

Following one of the main recommendations contained in the report entitled "A World That Counts" , presented in November 2014 by the United Nations Secretary-General's Independent Expert and Advisory Group on Data Revolution for Sustainable Development, the Statistical Commission agreed that a United Nations World Data Forum on Sustainable Development Data (UNWDF) would be the suitable platform for intensifying cooperation with the diverse stakeholder community of governments, civil society, the private sector, donor and philanthropic bodies, international and regional agencies, the geospatial community, the media, academia, and professional bodies. The HLG-PCCB provides strategic leadership and guidance on the organization of the UNWDF, including approval of its programme and outcomes, under the auspices of the Statistical Commission and in close consultation with Member States, international partners and the stakeholder community. Concept note on issue partners

The concept note provides clarification regarding the openness of meetings to non-members and observers as issue partners for specific areas of the HLG-PCCB's work. The note presents an approach that balances the HLG-PCCB's commitment to inclusiveness and transparency while also facilitating the efficiency of the work of HLG-PCCB.
