  • [1] On April 20, 1968, Pearson resigned as Prime Minister and the Twentieth Ministry assumed office. It was composed of twenty-one ministers from the Nineteenth Ministry and three additional Ministers without Portfolio. The Ministry resigned on June 3, 1979.

  • [15] Abbott was appointed Minister of Consumer and Corporate Affairs on September 14, 1976; Minister of State (Small Businesses) on September 16, 1977; he was assigned by Order in Council P.C. 1977-2797 of September 29, 1977 to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of the policies and programs related to small business firms and was given the title "Minister of State (Small Businesses)". On November 24, 1978 he was also appointed Minister of National Revenue.
  • [16] Allmand was appointed Minister of Indian Affairs and Northern Development on September 14, 1976 and Minister of Consumer and Corporate Affairs on September 16, 1977.
  • [17] From July 25, 1963 to July 12, 1968, pursuant to Statute 12 Eliz. II, c. 3, the Minister of Industry exercised all the duties, powers and functions of the Minister of Defence Production. On July 12, 1968, by Order in Council pursuant to the Public Service Rearrangement and Transfer of Duties Act, these powers were transferred back to the Minister of Defence Production.
  • [18] The office of Minister of Defence Production was abolished and the office of Minister of Supply and Services created by Statute 17-18 Eliz. II, ch. 28, assented to on March 28, 1969 and in force on April 1, 1969. By this Act the Minister of Supply and Services is ex officio the Receiver General of Canada, the office having been previously held ex officio by the Minister of Finance.
  • [19] Drury was appointed Minister of Defence Production, Minister of Industry and Minister of Trade and Commerce on April 20, 1968. He was appointed President of the Treasury Board on July 6, 1968; Minister of State for Science and Technology and Minister of Public Works on August 8, 1974. He resigned on September 13, 1976.
  • [20] Jamieson was appointed Minister of Defence Production on July 6, 1968; Minister of Supply and Services on April 1, 1969; Minister of Transport on May 5, 1969; Minister of Regional Economic Expansion on November 27, 1972; Minister of Industry, Trade and Commerce on September 26, 1975; and Secretary of State for External Affairs on September 14, 1976.

By this Act the Minister of the Environment is the Minister of Fisheries. Government Organization Act 1979 deleted the duties of the Minister of Fisheries and created the Department of Fisheries and Oceans.

He resigned on June 30, 1976.
  • [30] LeBlanc was assigned by Order in Council P.C. 1974-1837 of August 8, 1974 to assist the Minister of the Environment to carry out the latter's responsibilities as Minister of Fisheries. Also the powers, duties and functions of the Minister of the Environment under various Acts relating to fisheries were transferred to Mr. LeBlanc by Order in Council P.C. 1974-1839 of August 8, 1974. Mr. LeBlanc was given the title "Minister of State (Fisheries)". He was appointed Minister of the Environment on September 14, 1976 and given the title "Minister of Fisheries and Environment". He became Minister of Fisheries and Oceans on April 2, 1979.
  • [31] Leonard Stephen Marchand was assigned by Order in Council P.C. 1976-2424 of September 30, 1976 to assist the Minister of Industry, Trade and Commerce in the carrying out of the latter's responsibilities in respect of the policies and programs related to small business firms and was given the title "Minister of State (Small Businesses)". He was assigned by Order in Council P.C. 1977-2796 of September 29, 1977 to assist the Minister of Fisheries and the Environment ir the carrying out of the latter's responsibilities in respect to the policies and programs related to Environment and was given the title "Minister of State (Environment)".

Previously the position was not per se a ministerial office, although occasionally the incumbent held a Cabinet portfolio while serving as Leader of the Government in the Senate.

While no specific duties are given to a Minister of State, he can be assigned by the Governor in Council to assist any Minister or Ministers having responsibilities for any department or other portion of the public service.
