在 中国 长达3000多年 的 封建 帝国 官僚 主 义统治 的 年代 中 ,有 一个最古老关于任 人 唯 贤制度 的 例 子 。这个制度 可 以追溯 至 公 元 前 200年 ,汉武帝 采 纳儒家 思想 作 为其政治 哲学 和 结构,其中就有包括 使用 美 德和 诚信作 为衡量 菁英人才 的 标尺,并逐渐取代 贵族们的官位 世 袭,从而要求 他 的 官 员在行政 任命 和 思想 创新的 方面 上 ,必须择优选拔。这样的 一个管理制度允许任何人通过考试成为一名政府官员,以至于给整 个家庭 带来财富和 荣誉(光 宗 耀祖),但 是 由 于部分 原因 以及中国 的 影 响力,第 一个欧洲公务员考核制度并不是来源于欧洲,而是由 在 东印度 经营的 一家 英国 公司 中 产生......公司 为防止 腐 败、偏 袒和徇私舞 弊 ,特 别雇用 和 晋 升 经理作 为主考 官 ,全部 是 通 过竞争 性 考 试来选拔员工。
