Dunedin born and educated. City Councillor 1986–1999 and since 2013. Cabinet Minister in the Helen Clark government.

David is recognised as approachable, hard-working and effective, and known for his involvement in environmental upgrades and initiatives such as the hot salt water pool, redevelopment of the Railway Station, and many urban design initiatives.

David has chaired City Forests, the Otago Youth Adventure Trust, the Spirit of Adventure Trust (Otago) and the Dunedin Heritage Fund, was instrumental in the successful public campaign to bring our historic courthouse back to life, and the recent Council campaign to ensure our hospital remains in the city centre.

David recently initiated work to establish a free inner-city bus-loop.
